Masters & Configuration
The workflow, the posts, the stages and the financial limits are all held as configuration. A Government Resolution that changes any of them is applied here — not in the software.
Why this matters: departmental powers and limits change by GR. A system with these values written into its code has to be rebuilt each time. Holding them as masters means the department changes a row and carries on — and the same system can serve another department with different masters.

Slabs carry an effective date, so a new GR is added as a new row rather than overwriting the old one. Files already approved keep the limits that applied on the date they were sanctioned — which is what audit asks for.

No single post always grants PQ opening permission. It follows the applicable tender conditions,
the delegation order, or a committee constituted for that tender — so it is held here,
keyed by work type, tender type and value band, with an effective date.
